ABOUT US - OUR MISSION Comments
Philadelphia Senate On Aging is a non-profit organization (since 1977). It is a coalition of senior citizen (Project: HEAD II) representatives from various community-based organizations/clubs. Our mission is to enhance the quality of life for seniors, especially the low-income elderly. Senate members have served the community as APPRISE (Medicare/Medicaid Counseling) volunteers and Health Care Fraud presenters.

The Senate was the first to serve meals to seniors and the homeless on Thanksgiving day; approximately 500 (including 150 homebound) served. Other groups picked up the vision and began to follow suit. Each facility that hosted our Thanksgiving Dinner has expanded the work by opening a monthly food cupboard or serving a weekly meal for the poor: there are at least three of them that were inspired by us. However, there was still something lacking. There is a large population of people who fall between the cracks - not eligible for food stamps - but still in great need of assistance to survive.

We began to look for alternatives for THOSE who struggle every day to juggle all the balls (bills) in the air.

We believe we've found a solution to alleviate some of the pressure.




SAVING UP TO $1,000/YEAR IN GROCERIES Comments
PROBLEM – “To eat or not eat THAT is the question?”
There are millions of seniors in this country who have decided on smaller meals, or “skipping a meal” to stay afloat. Of course, the country’s economy does not help. We have heard that there will NOT be a Cost Of Living Increase for seniors for the next 2 years, even though Part B will increase. Now, what do we do?

TRUE STORY: A client was seen shopping for dog food – even though she had no pets. It was later confirmed that dog or cat food was always included on her list; it was for her consumption. We referred her to Salvation Army’s food cupboard as well as signed her up for Meals On Wheels. We continue to refer seniors to Food Banks, Meals On Wheels, Food Stamp Program, etc.

SOLUTION - Saving seniors $700 - $1,000/month in groceries
Inform and encourage the thousands of reluctant (fear or misinformed) seniors to enroll in the Food Stamp Program; accept the allocation – as small as $10.00 - and show them how to maximize their resources. They may choose from two national co-ops: SHARE ($20.00 for $45.00 in groceries) and ANGEL Ministries ($30/mo for $65.00 in groceries). We remind seniors that enrollment in the Food Stamp program opens doors for other benefits.


TRUE STORY: The increase of Part B deduction ($90.00) created a hardship for one of our clients. Her food bill had escalated to $125.00/month. A Senate member recommended applying for Food Stamps, which she did reluctantly. She was shocked to receive just $16.00/month, and stated “that’s why I didn’t want to be bothered!” We then introduced her to the SHARE co-op, explained that they accept Food Stamps; downloaded the application and assisted her in filling it out. She added $4.00 to the food stamps; received $45.00 worth of groceries. She purchased another package (so far she has only spent $24.00 out of pocket). Total value of groceries - $90.00. She was thrilled; we were too!

OUR STRATEGY AND PROJECTED OUTCOME Comments
STRATEGY (Promotion, Outreach)
Invite community leaders or their representatives to our monthly meeting (held at the Mayor’s Commission On Services To The Aging). PSA’s via print and wire media. Inform Philadelphia Corporation For Aging, senior citizen centers and apartment buildings.

Handicapped volunteers – We’ve had the distinct honor of recruiting homebound individuals who love to serve their community. One lady, in her 80’s set up a office in her home and handled hundreds of clients by phone. We will continue to tap disabled volunteers; they are storehouses of knowledge and skill and a real asset to us.

ANTICIPATED OUTCOME: We expect a proliferation of hosting sites
throughout the city of Philadelphia, as the news, especially word-of-mouth, reaches the community leaders. The morale of the volunteers as well as the program participants will be lifted. Participants will have a few dollars left over for bills or recreational activities.

Potential financial savings Based on the case shared in this narrative, a response of 200 participants in the co-ops would generate approximately

$158,400.00 savings/year.


200 people saving $792.00/yearly each = $158,400.00 in their pockets

NOW, that’s a real stimulus package!!!!

For 2 decades, the Philadelphia Senate On Aging has counselled the elderly regarding Medicare Medicaid issues; fed and served the homeless; helped clients avert shut-offs, foreclosures, evictions and informed seniors of their rights and benefits.

Current Project: – “Surviving The Stimulus Package” There are millions of seniors in this country who are eating smaller meals, or “skipping a meal” to stay afloat. Some eat dog food several times a week to have enough money for medications…AND, there will NOT be a Cost Of Living Increase for seniors for the next 2 years. There are also many families that are just existing on a shoestring; parents often skip a meal to feed their children. THIS program will save them hundreds a year.

With your help we will be able to help them keep more money in their pockets by introducing them to a food co-op that will CUT THEIR GROCERY BILLS IN HALF (up to $1,000/year). Now, that’s a real stimulus package. We will also be assisting organizations in the setting up
of hosting sites or “partner” sites (there are only a few in Philadelphia).

There are NO restrictions due to age or income
